10 metres.
The FUJI OSCAR 12 mode J transponder, with 2 metre uplink and
70cm downlink is operational except on Mondays and Fridays. The
digital experiment on the same bands will begin on 6th November if
software can be loaded in time.

SOLAR FACTUAL DATA
------------------
All solar and ionospheric levels have increased for the fifth
consecutive week, showing the steepest rise since data was first
included in GB2RS broadcasts. The French Meuden Laboratory has now
withdrawn all predictions and substituted new levels. The solar
minimum is now predicted to have occurred sometime between June and
September of this year.
The period 27th October to 2nd November saw solar activity up
to moderate levels. Relatively good sunspot counts have occurred on
every day, rising to 80 on the 30th. The solar flux, though
declining slightly, is still averaging 93 units and was up to 96 on
the 27th. This means that the 10 centimetre flux radiated by the sun
is now 50 percent more than it was 6 weeks ago.
The geomagnetic A index has remained at the unsettled level but
dropped to quiet by the 31st. The period averaged 11 units. The INDA
index for the period 20th - 26th October was very quiet. Solar wind
particle input remains negligible. The mean sunspot count for
October was RI 35.7. The highest count was 76, on the 24th; the
lowest, zero, occurred on the 14th and 15th.
The dramatic increase in solar and ionospheric levels has been
reflected in an improvement on the higher HF bands . 21MHz has been
open to the USA almost every day and Europeans, particularly
Mediterraneans, are a source of QRM.
IONOSPHERIC DATA (ENGLAND & WALES)
----------------------------------
The F2 critical frequencies over the period have averaged
7.4MHz but reached 8.2MHz on the 30th. This is the highest level
since last March. The general rise over the last five weeks has
totalled 2.3MHz. MUFs are averaging about 23MHz, making the 21MHz
band almost the optimum working frequency. The only poor day was the
31st, when a level of only 6.2MHz was recorded.
The darkness hour lows are tending to decline, averaging
2.8MHz. This is exactly what seasonal changes would lead us to
expect. They have varied from 2.4MHz on the 29th down to 1.6MHz on
the 31st. Some absorption and sporadic E has been reported.
IONOSPHERIC DATA (SCOTLAND & NORTHERN IRELAND)
-----------------------------------------------
Over the period the F2 critical frequencies have averaged
7.3MHz. The 27th saw a level of 8.4MHz, the highest since last
March. The overall rise during the past five weeks has been 2.2MHz.
On better days, such as the 27Th and 30th, MUF levels have reached
over 22MHz, putting the 21MHz band very near to the optimum working
frequency. The darkness hour lows are steady, at about 1.6MHz but
spread F is present almost every day, making the LF bands very
patchy. The general decline in geomagnetic levels which is expected
over the next year should help to improve the northern ionosphere.
SOLAR FORECAST
--------------
The present major restructuring on the sun makes forecasting
more difficult than normal, as sudden changes are occurring. At
present there are five spotted regions on the sun, of which four are
new cycle areas. Activity is mainly centred about heliographic
longitudes 230 to 130 degrees.
This week is expected to start with rather poor ionospheric
levels, particularly in the north, due to an increase in geomagnetic
activity. Ionospheric MUFs are expected to be lower than of late;
about 20MHz in the south and 18MHz in the north are expected at
first. These levels are expected to rise to a possible 22MHz during
the week. North to south contacts will be more plentiful than those
from east to west.
The November forecast published in RadCom assumed that solar
activity would continue to decline. Consequently they are
underestimating the higher HF bands.
